Backport of #16368 to branch_10x for 10.6, as discussed in that PR. This is a cherry-pick of 2b23728 with two conflict resolutions:
After this is merged I will open a small follow-up on main to move the CHANGES entry from the 11.0.0 section to 10.6.0.
